Major Jill D. Stout is the Recruiting Officer for Air Force Reserve Officer Training Corps, Detachment 855, Brigham Young University (BYU), Provo, UT. She is responsible for the recruiting, educating, training, and mentoring of more than 165 officer candidates at two universities. Major Stout is responsible for instructing ROTC College freshmen on topics such as warfare, leadership, communication, international security studies, and the profession of arms. Maj Stout’s duties ensure each cadet is ready for active duty service as commissioned officers in the United States Air Force.

Major Stout received her commission in May 2004 through the AFROTC program at Detachment 860, Utah State University. She graduated from Utah State University with a Bachelor of Science in Aviation Technology — Maintenance Management. Maj Stout spent most of her career as a reservist with the 419th Fighter Wing at Hill AFB, UT. Her duties have included Executive Officer, Chief of Targets Intelligence, Chief of Intelligence Standardization and Evaluation, and Senior Intelligence Officer. Maj Stout attended the Intelligence Officer course from September 2006 - April 2007, finishing as a Distinguished Graduate. She then completed the Combat Targeting Course and F-16 Intelligence Course in 2007. In June 2014, Maj Stout completed her Master of Science degree in Security Management from Bellevue University. Additionally, she completed several deployments supporting the F-16 and MC-12 missions in Iraq, Headquarters J2 at Kandahar Airfield, Afghanistan, and intelligence operations support at Bagram Airfield, Afghanistan.
